The general goal of the program is the support to the current process of improving the socio-economic position of the Roma population in the local communities and the implementation of priority strategic measures in the Strategy for Social Integration of the male and female Roma in the Republic of Serbia for the period from 2016 to 2025.


Strengthening the local communities for the inclusion of the Roma is financed by the European Union, and implemented by the Permanent Conference of Towns and Municipalities. The goal of the program is the advancement and strengthening of the local communities for the inclusion of the Roma.



In order to achieve sustainable results, the Programing Team is closely cooperating with the relevant ministries, local governments, non-government organizations and the Roma civil society, with the goal of establishing a successful cooperation at a local level.
 


Establishing/improving of local strategic, financial and institutional mechanisms



The goal is providing all-encompassing support of the JLS (units of local self-governing) to the improving/development of the LAP for the inclusion of the Roma, the establishing and functioning of a multi-sector working body and mobile teams for the inclusion of the Roma. Beside this, trainings, the exchange of the best practices and advisory support to all local governments with a Roma population will be provided.



Support to the implementation of local measures for the inclusion of the Roma (the grant scheme)



The goal is to provide financial support at a local level through a grant scheme with the goal of resolving priority issues at a local level, identified in accordance with the Roma inclusion policies, LAP and/or other local, strategic/action plan documents which secure an efficient implementation of the grant scheme.



Support to the legalization of living quarters, creating urban plans and technical documentation for sub-standard Roma settlements

The goal is to provide further support to local governments in the areas of spatial regulation of informal settlements and the improvement of living conditions of the Roma community. The planned activities within the frame of this component will initiate the creation of urban plans, the project and technical documentation as well as the implementation of a regulatory frame for sustainable life of Roma communities in selected municipalities.
